Permeability, the vision of a ”gradual osmosis” between formal, non-formal, and informal learning domains brings about big challenges: It challenges an old understanding about education being primary and asks us to appreciate the complementarity of different forms of learning. And, not least, it calls for the development of networks of mutual recognition between these three domains. Recognition rests on trust and hence takes time to build. This is still a delicate exercise at an early stage as differences in national terminology and underlying cultural assumption persist.
