Recognizing Professional Qualification

Within diversity of education and training in Europe – all subsidiary matters of the Member States – comparability and mutual recognition were difficult to achieve. This issue was even more aggravated by adding to the qualification perspective the view from the employers/employees side. Experts and government representatives realized that the key in the whole process is the orientation toward outputs: learning outcomes and/or performance expectations in work environments.

Transcribing the change of focus from knowledge to action competence in the process of professional qualification translates into changing focus from orientating towards completing training/education programmes at given institutions to orienting towards competence: cognitive, functional, social, and wider competences.
