Outlook

The mid-term vision is to create a person-centred network of lifelong learning opportunity based on an increased permeability between structures of provision of education and training that remain, today, too disconnected from each other. It is absolutely essential to develop high quality systems for the accreditation of prior and experiential learning (APEL), and to promote their application in a wide variety of contexts.

 

Key fields of action are

 

  • The implementation of guidelines and common reference points purported by the European Qualification Framework in order to make qualification better comparable (“supporting convergence”);
  • The implementation of credit transfer systems to make the recognition of professional qualification become a natural part of a lifelong learning process;
  •  Improving the cooperation with institutions of higher education to accept such credits;
  • The introduction of transparency criteria for certification. This involves describing professional qualification exclusively in a outcome-oriented, performance-based fashion using the same typology of knowledge, skills, and competences. It also involves sharing elements in a process of quality assurance.
