Education and training are subsidiary matters of EU Member States. Given the rich historical and cultural diversity, these systems differ much. Degree and institutional diversity is matched by a variety of national quality assurance and accreditation systems.

It is recognized, however, that despite their valuable differences, European education and training systems are facing common internal and external challenges due to the growth and diversification of qualification, changed labour market needs, skill shortages and new forms of private and transnational education with a lack of regulatory codes.
