The Copenhagen Process

Context

Clearly, the process triggered by the Bologna Declaration was soon seen to be extended towards an inclusion of VET and Continuing VET. The “Council for enhanced cooperation in VET” suggested to ensure that social partners are involved in this process and issued a resolution. It stated that vocational education and training in the European Union comprise a wide diversity of legislation, education and training structures and key actors including both governments and the social partners. Creating a European area of knowledge is seen as the way both to build on this diversity, but also to sustain and protect it.

Business associations consider that a coherent strategy is essential to ensure that measures taken in Member States have a real impact on the general employment situation and respond to companies’ needs, notably by creating conditions conducive to increased development of competencies within companies.
